A 1920s-30s era long service badge from Nanawa, a town in Mie Prefecture. It is in a small balsa wood box marked "Commemorative", which may or may not be original to the badge. 

This is a particularly nice design and well made in enamel on base metal. The various volunteer fire brigade units had, and still have, a wide range of long service badges and merit badges.
